The Leader's remarkably clear tilt on the UK's post-Brexit connections to the European Union on Saturday was crafted to communicate to the business community, to European institutions, and to other European capitals, in addition to his party members.

A prominent industry organisation last month released a list of further requests in other sectors to help exporters deal with post-Brexit red tape that has impacted the export of products.

Its own survey indicated that a large proportion of business members believed that the UK-EU trade deal was impeding sales growth.

A number of other areas could, potentially, see a parallel method – convergence with EU regulations – in return for minimising post-exit friction across industry, in the car industry, pharmaceuticals, or for example in value-added tax systems.

European Reaction

European capitals were underwhelmed by the limited scope in earlier discussions, particularly the UK dismissal of proposals put forward by some experts regarding the virtual readmission of British goods to the single market.

The exact terms on power sharing and agri-food rules is yet to be finalised. A proposal for UK manufacturers to be involved in a major defence loan fund has been delayed over the cost of the membership fee, after reservations from France. Canada has signed up to the programme.

The paper said that the US would "cultivate resistance" to continental trends and commended the "growing influence" of patriotic European parties.

In government circles, there is a growing awareness that the global landscape has changed again.

At home, the administration also expects being outflanked on Brexit not only one political rival, but additionally another, which is campaigning in its traditional heartlands in upcoming council elections.
